The coal mining in the Hlabisa / Mtubatuba municipalities is becoming a bit of a hot potato and things are beginning to add up, why has the IWPA (iSimangaliso Wetland Park Authority) not put their IMP (Integrated Management Plan) or EMP (Environmental Management Plan) in place nor held PPP (Public Participation Process) meetings as is dictated in the many pieces of legislation governing the IWPWHS (iSimangaliso Wetland Park World Heritage Site)
The first one is the WHCA (World Heritage Convention Act) which clearly dictates that the IWPA (iSimangaliso Wetland Park Authority) must have an EMP (Environmental Management Plan) in place which reflects the wishes and aspirations of the local population in and around the IWPWHS (iSimangaliso Wetland Park World Heritage Site)

what is the IWPA IMP PPP
Questions asked in parliament about the IWPA IMP (iSimangaliso Wetland Park Authority Integrated Management Plan)
The IWPA (iSimangaliso Wetland Park Authority) has not done their job as is mandated by
the IWPA IMP (iSimangaliso Wetland Park Authority Integrated Management Plan) has not been integrated into / with the 5 local municipalities with in the Umkhanyakude district Muncipality
This is all done so as to facilitate the mining of the area in the not so distant future. The current mining operation just South of Mapelane (Cape St. Lucia Light House) is encroaching on the IWPWHS (iSimangaliso Wetland Park World Heritage Site) at a great rate of knots, and where will the mining operation go to next?
There is far too much invested in this open cast dune mining and associated factory to just pack up and leave. so what will happen next. Progress update - IWPA legal compliance ICMA
These matters are drawn out affairs where the IWPA (iSimangaliso Wetland Park Authority) and its allies are doing what ever they can to delay matters and frustrate the public into apathy. Their political games are quite effective and the public have indeed become totally apathetic and now no longer believe that they can do anything to improve the situation on the ground where poverty is so rife
The IWPA (iSimangaliso Wetland Park Authority) have as of the date of this writing not discussed the Economic Impact of the 4X4 BAN (ROD A25 / 7 / 8 / 3 /2 / 4 ) on the economy of the Elephant Coast nor has this been included in the IWPA submissions to the Mtubatuba Local Municipality's IDP (Integrated Development Plan)
My personal correspondence with Mr Gareth Morgan from the DA (Democratic Alliance) has evolved around the issues of the noncompliance of the IWPA (iSimangaliso Wetland Park Authority) with the ICMA (Integrated Coastal Management Act) and related legislation including but not limited to
a) the NEMA (National Environmental Management Act)
b) the MSA (Municipal Systems Act)
c) the 4x4 ban (ROD A25 / 7 / 8 / 3 /2 / 4 )
Gareth has given us some advice on who to approach, but the question is how? Our previous approaches have all failed due to the angle of approach, and the political interest it attracted from the tree huggers and bunny lovers who generate an awful lot of emotional clutter that clouds the mind and prevents rational thoughts from being processed in any meaningful manner.
The IWPA (iSimangaliso Wetland Park Authority) have used this to their advantage, and have side stepped their mandated commitments with out any public objections . The IWPA (iSimanagliso Wetland Park Authority) have not held PPP (public Participation Process / procedure) meetings during the development stages of their mandated IMP (Integrated Management Plan) or EMP (Environmental Management Plans) Neither the IWPA IMP (iSimangaliso Wetland Park Authority Integrated Management Plan) nor the IWPA EMP (iSimangaliso Wetland Park Authority Environmental Management Plan) have been integrated into the Mtubatuba Local Municipality Integrated Development Plan (LMIDP). The IWPA (iSimangaliso Wetland Park Authority) ZONING maps have never been discussed at the Mtubatuba LMIDP PRF (local municipality Integrated Development Plan Public Representatives Forum) and these zoning issues are not available to the public, causing developers many nightmares and great difficulties.
The incident reported here could have been avoided completely had the IWPA (iSimangaliso Wetland Park Authority) come clean and included their mandated IMP (Integrated Management Plan) and EMP (Environmental Management Plan) in the local municipalities IDP's (Integrated Development Plans).

Zululand Observer open letter follow up
Unfortunately I had to resort to publishing my letter to the ZO in a blog, then writing a reference to this post on face book before I got a response.
But the guys from the ZO (Zululand Observer) have been quite helpful once they realised that there was an error some where between my send and their receive, which is still under investigation by both them and me..
The ZuluLand observer is a local publication that covers Zululand, from Mtunzini to Pongla and is very well read by all target markets.
The team at Zululand Observer informed me that they will be taking a look at my issue, and I am looking forward to publishing their article here along with other relevant info and more details of what is going on to get the IWPA (iSimangaliso Wetland Park Authority) to conform with the law and Produce their IMP (integrated Management Plan) and have it integrated into the Local Municipalities IDP (Integrated Development Plans)

Where is the IWPA IMP ?
The world heritage convention act (WHCA) mandates the IWPA (iSimangaliso wetland park Authority) to have an IMP (Integrated Management Plan) in place. The Municipal Systems Act (MSA) dictates the procure for this IMP to be drafted and implemented.
This has not happened, and is causing many economic losses for the Umkhanyakude district Municipality tourism industry. who is responsible to over see this issue? And why have no charges been laid against the IWPA?
Is this because they are preparing the South African public for a pro mining statement, saying that "WE TRIED TOURISM BUT IT FAILED, NOW WE RECOMMEND DUNE MINING AS AN ALTERNATIVE" because the IWPA is out to ensure that the public are excluded from all decisions, and have purposefully neglected to hold proper PPP (public, participation, process / procedure) meetings in the drafting and implementation of their IMP. (integrated Management Plan)
The worst part about this is that the IWPA has the central governments support in ensuring that domestic tourism fails within the IWPWHS. (iSimangaliso Wetland Park World heritage site)

iSimangaliso Wetland Park Authority side step ICMA
The IWPA iSimangaliso wetland Park Authority are busy doing many things within the Elephant Coast Tourism region, some good, some not so good, and some blatantly bad for the local residents, many without following the proper procedures as defined in the acts, laws and regulations that govern their mandate as custodians of the iSimangaliso Wetland Park World Heritage site.
The MSA (Municipal Systems Act) mandates all government departments and all state appointed parties to participate in the local municipalities Integrated Development Plans where ever they are. The ICMA (Integrated Coastal Management Act) mandates all parties involved in coastal management to have ICMP (Integrated Coastal Management Plans) which are supposed to be Integrated with the Local Municipalities IDP (Integrated Development Plan)
The 4x4 BAN ( 4x4 BAN) also mandates the IWPA (iSimangaliso wetland park Authority to create and implement an EMP (Environmental Management Plan) with zones and zoning for various uses. These zones are supposed to be reflected in the local municipalities zoning maps as per directives in the ICMA (Integrated Coastal Management Act)
The whole chapter 5 of the ICMA (Integrated Coastal Management Act) is problematic as far as the management issues relating to beach driving and lost tourism associated with the absence of recreational beach users is concerned, and the fact that no (ZERO) public participation meetings relating to the tourism impact of this legislation have been held, and the relating economic studies have not been undertaken, or if they have they are extremely flawed or falsified as the collapse of the domestic tourism market has never been discussed at any of the Mtubatuba IDP (Integrated Development Plan) meetings , because the IWPA (iSimangaliso Wetland Park Authority) has not produced or discussed any of these issues at any of the Mtubatuba Integrated Development Plan Public Representative forum meetings, which can be verified by reading the minutes of the meetings held over the last 8 years. I know this because I tried to raise these issues at the Mtubatuba IDP PRF (Integrated Development Plan Public Representative Forum) meetings, and the IWPA (iSimangaliso Wetland Park Authority) never produced requested documents and tried their utmost to disrupt the free-flow of information.
Chapter 6 part 4 of the ICMA (Integrated Coastal management Act) is of concern to us as the IWPA (iSimangaliso Wetland Park Authority) is clearly sidestepping clauses 51 and 52 of the ICMA (Integrated Coastal Management Act)
Chapter 6 part 5 clause 53 of the ICMA is of prime interest to us as the IWPA (iSimangaliso Wetland Park Authority) has failed miserably to implement this in any shape manner or form, and some disciplinary action needs to be taken against them at parliamentary level
Register as a concerned citizen or an interested and affected party at the September 30 Public participation process meeting to be held in St. Lucia where these items will be raised.

FYI all other recipients Hi First before I say any thing let me say Many thanx for a great paper that covers Zululand. The 4x4 ban issue and the economic losses associated with the absence of the recreational beach users on the Elephant Coast beaches is not a new subject, and this has been discussed many times over in a host of different environments, from pubs and church yards to parliament and political forums as well as many place in between. Problem is there is no official engagement by the IWPA (iSimangaliso Wetland Park Authority) in the local municipalities IDP (Integrated Development Plan) where these issues should be debated, and acted upon. The IWPA (iSimangaliso wetland Park Authority) has not produced their IMP (Integrated Management plan) nor their EMP (Environmental Management plan) AS IS MANDATED BY MANY DIFFERENT LAWS AND A HOST OF DIFFERENT LEGISLATION. If they have done so they have not followed the required legal process, as laid out in the legislation which mandates them to produce these plans, and these plans should be investigated in this light, as they would be illegally produced in terms of the legislation and laws that mandate the IWPA (iSimangaliso Wetland Park Authority) to create and implement these said plans. see here http://forafrica.co.za/forms/? A group of concerned citizens has setup a pre-registration process to ensure that the IWPA (iSimangaliso Wetland Park Authority) do indeed hold the necessary PPP (Public participation Process) meetings for their mandated IMP PPP (Integrated Management Plan) (Public Participation Process) in terms of the many laws, including but not limited to the MSA (Municipal Systems Act) which demands that their IMP (Integrated Development Plan) be integrated into the local municipalities IDP (Integrated Development Plan) and that all the ZONING done by the IWPA (iSimangaliso Wetland Park Authority) be reflected in the local municipalities LUMS (Land Use Management System) as well as the local municipalities maps which is enforced by the ICMA (Integrated Coastal Management Act) where it is made abundantly clear that these local municipality zoning maps are the only valid zoning maps for all parties in the republic, including the ministers amendments, which also need to be approved by the local municipalities IDP PRF (Integrated Development Plan Public Representatives forum) after meaningful public consultation. iSimangaliso Wetland Park Authority Integrated Management Plan issues
The iSimangaliso wetland park authority has been mandated to create and implement an Environmental Management Plan by the 4x4 BAN. Their mandate also specifies that they should submit annual reports, and an annual update to their Environmental Management plan.
The MSA (Municipal systems act) mandates the IWPA (iSimangaliso Wetland Park Authority) to create and submit an Integrated Management Plan with annual reviews, as well as to work closely with the local Municipalities and local population within their area of jurisdiction, through consultative meetings and a public participation process that derives meaningful public participation. During research on the IWPA IMP (iSimangaliso Wetland Park Authority Integrated Management Plan) I received this article in the mail. Unfortunately there is no date, but I can concur that I have had very similar experiences at the Mtubatuba IDP PRF (Integrated Development Plan Public Representatives Forum) where the IWPA (iSimangaliso Wetland Park Authority has neglected to / deliberately ensure that their IMP (Integrated Management Plan) is not included in the IDP process and their zoning maps as mandated by the ICMA (Integrated Coastal Management Act) are also not available in the Mtubatuba IDP (Integrated Development Plan) the IWPA zoning maps have never been discussed at the Mtubatuba IDP process, and there has been no (ZERO) PPP (Public Participation Process) meetings relating to the zoning and zoning maps of the IWPWHS (iSimangaliso Wetland Park World Heritage Site) which is a clear violation of the ICMA (Integrated Coastal Management Act)
Either the Minister is protecting the IWPA (iSimangaliso Wetland Park Authority) or the Minister is being negligent in enforcing ROD's (Record Of Decision) taken by Parliament. Either way there is an issue which needs to be addressed at the highest level. (in Parliament)

A search on the internet for "iSimangaliso wetland park Authority Integrated Management plan" revealed that there has been very little activity around this by the IWPA (iSimangaliso Wetland Park Authority) and that the PPP (Public Participation Process) which is mandated by various laws has either not been done, or purposefully hidden from public circles for some reason. following my personal discussions over the many years with The CEO (Chief Executive Officer ) of the IWPA (iSimangaliso Wetland Park Authority) I have come to the conclusion that they (the IWPA) have not produced their mandated IMP (Integrated Management Plan) in a proper manner, and are hiding their true plan from the public.

IWPA IMP and the Mtubatuba IDP
The IWPA (iSimanagliso Wetland Park Authority) has been mandated by various different laws and acts to implement an IMP (Integrated Management Plan) and we will be looking at some of these during the next few weeks, starting with the WHCA (World Heritage Convention Act)
In chapter4 section 25 of the world heritage convention act (WHCA) this is clearly defined, and the IWPA (iSimangaliso Wetland Park Authority) is mandated to :
I know this because I personally (Frank Gainsford) posed questions about these issues at the Mtubatuba IDP (Integrated Development Plan) PRF (Public Representatives Forum)
They (iSimangaliso Wetland Park Authority) have failed to do this, and neglected to hold PPP (Public Participation Process) meetings and need to be taken to task by the minister, how ever since the IWPA (iSimangaliso Wetland Park Authority) is being protected by the Minister we need to take these issues up at the parliamentary level.
To do this we need the public to be standing behind us. So this means we need your support to ensure that the IWPA ( iSimangaliso wetland Park Authority) generates their annual reports and update of their IMP (Integrated Management Plan) accordingly.
to show your support for these actions we require you to register as an interested and affected party (IAP) to the IWPA IMP (iSimangaliso Wetland Park Authority) (Integrated Management Plan)
Please register as an IAP (interested and Affected Party) in connection with the iSimangaliso Wetland Park Authority's Integrated Management Plan, and ask your friends, family and every body you work with to register as well.

Vote on the 4x4 ban in the iSimangaliso wetland park
When dealing with the IWPA (iSimangaliso wetland Park Authority) and their IMP (Integrated Management Plan) PPP (public Participation Process / procedure) we will need to back up any statements / requests / ideas with relevant documentation. The 4x4 ban is a case in point, we all know that it has had a negative impact on the local economy of St. Lucia along the Elephant Coast, and there are a host of pros and cons to this very controversial subject of beach access and motor vehicles within the coastal zones of the Elephant Coast.

This blog will cover the many political and social aspects of the iSimangaliso Wetland Park Authority Integrated Management Plan and focus on the PPP (public participation process) and how you as an ordinary citizen of the world can have some influence on what is discussed in the planning stages of the iSimangaliso Wetland Park Integrated Management plan through the PPP (Public Participation Process)
The IWPA ( iSimangaliso Wetland Park Authority) is the government mandated Authority appointed to look after the interests of the IWPWHS (iSimanagliso Wetland Park World Heritage Site) along the Elephant Coast of KZN South Africa in terms of the WHA (world heritage Act)
We will place links to all relevant documentation as well as links to related topics of discussion and points of interest to us, as well as links to articles that have different views on the many diverse and controversial topics that will come up during the many debates that will be held to ensure that the best practical plan be implemented by the IWPA (iSimangaliso Wetland Park Authority) in their attempts to mange the IWPWHS (iSimangaliso Wetland Park World Heritage Site) for us as world citizens
